There is a kind of sheep, that can be mistaken for a goat from its looks alone, that comes from the Western isles in Scotland, called Soay sheep. They are used to eat the gnarly, prickly brush on the Scottish coast, which in turn helps in fire prevention. I love these sheep and i am sure they would help lots in many forest situations.
Thank you Starhawk for the work you are doing and have done for decades to learn how best to care for land. It’s so heartening to read how forest care has integrated more Indigenous people and wisdom along with permaculture practices!
Having lived in Mendocino and Sonoma counties for years and been involved with leadership in fire recovery, I’m deeply grateful for the work of many in these endeavors. When I looked at the picture of the forest in France, my impression was almost exactly what you express so well.
Now to learn about such care in Asheville, NC.
There are many things we can do wherever we live to care as part of Earth.

I'm not sure about Maine, but Cal Fire has a lot of good information that would also be valid in Maine.
And Hazel Vaarde's book, mentioned above, is an excellent resource on all aspects of fire and forestry.
